Add collector in China RCN for internal web check

We need to monitor applications hosted in China for users located within the country. Due to the Great Firewall of China, using collectors outside mainland China (e.g., Asia - Singapore) doesn’t reflect real user scenarios and real problems. Sometime users in China cannot access the website while users from APAC/EMEA can access.
